The State Duma of Russia has adopted a landmark cryptocurrency bill that, for the first time, legalizes regulated retail trading of digital assets. According to the text of the initiative, non-qualified investors will gain the ability to operate in the market, but their activities will be strictly limited by an annual purchase cap of 300 000 rubles.

This step marks a transition from a complete ban on retail participation to a controlled access model. The establishment of a financial threshold is designed to protect individuals from excessive volatility risks while simultaneously opening an official channel for capital entry into the digital asset sector under regulatory supervision.

The adoption of the bill creates a legal foundation for the functioning of trading infrastructure, which previously existed in a gray area. Market participants must now adapt their processes to meet new requirements regarding investor status identification and transaction volume control.
