Circle has secured a limited-purpose trust charter from the New York Department of Financial Services (NYDFS) for its entity, Circle Internet Trust Company. This decision followed shortly after the USDC stablecoin issuer received final federal approval to establish a national trust bank from the Office of the Comptroller of the Currency (OCC).

The new license adds a layer of state regulation to existing federal oversight. According to independent reports, this expansion allows the company to operate under dual supervision, representing a significant step in legitimizing the activities of a digital dollar issuer within the American jurisdiction.
